because they think it will be boring or will wastage of time or they think they should concentrate on work only.
probably lack of interest generated by management itself for fun and destressing.

Maybe the team leaders in charge have to be instructed to motivate their team to participate.

This is mainly due to lack of interest in participating in knowledge managment programmes.
There might be lack of interest but management should grow interest among workers trough good lunch or good gift.
