I think by staying for a week in a foreign city any one can learn the language.
You need not learn local language for short stay. It may be ncessary only if you permanently settle at a place.

Most of the communication problems can be solved using Sign language. I managed in Pondycherry without knowing Tamil. I managed to buy vegetables, visit Malls without any problem
One can survive in any place. One should learn a few key words in local language for the first few numerical and for come, give, take, go and glife gets going. Nowadays English words are also getting universally adopted.

That is why I support adopting Roman script as well as English technical terms for all languages. Khasi language is written in Roman script. That is why I could pick up some Khasi phrases while in Shillong.
